8-16-2019: Communication to DNCR and DOT "ATV/OHRVers are destroying the pavement of our roads (tearing the pavement up) and spewing gravel from driveways and waysides into the paved roads. I also find ATV/OHRVers are disrespectful of private property (i.e. defecating, leaving trash and destroying cordoned off areas of private driveways.) This is despite no trespassing/private drive signs. Furthermore, I have discovered that there are very few conservation and law enforcement officers to adequtely address the activties of the ATV/OHRVers."

With regards to a map, the Bureau of Planning has been working with Department of Safety and the DNCR Trails Bureau to create a GIS mapping tool. 6-28-2021: Communication to DOT; "Much has happened over the past 9 years to destroy once-peaceful neighborhoods and people’s lives because of OHRV Trails being placed in neighborhoods. One would think that people in government who have power to correct these wrongs would try to do so. However, the “wrongs” continue. We are aware that DNCR entered into a Grant-in-Aid agreement with Great North Woods Riders Club in 2020 to build a new trail to reroute OHRV traffic “off” Back Lake Road. However, after the trail was completed, Back Lake Road remains open, simply expanding the club’s trail system. The new club trail map lists Back Lake Road as a town road to access the main trail. Old ATV Shared Route signs remain on the road . New signs have not rerouted ATVs. A tally was done with matching video September 6, 2020 and another May 30, 2021 with matching video. The tally remains the same before and after the new trail was built. This did not change the traffic on Back Lake Road. There are still over 650+ on any weekend day. You would not allow 650+ ATVs to roar past your home daily."

Raymond Route 107 OHRV Rail Trailcrossing; "I am contacting you in regards to a Safety concern that exists at the intersection of Rt 107 in Raymond & the Rail Trail crossing that runs South of the Dunkin Donuts & North of Citizens Bank. I have also copied Chris Gamache on this because the trail is used for Motorized Recreational use. It has been my experience when crossing via, foot, bicycle, sled or horseback riding, that the increased traffic makes this a High Risk area. When one car might stop, others will attempt to go around the stopped vehicle which has made for some extremely uncomfortable close encounters.

2020: Gorham Police Department OHRV tallied: Gorham Police Department 2020 OHRV complaints/actions 355: calls for service (includes walk-in, flagged), 106: initiated (by police officer) = 461 total, Complaints: 181: off-route (roads/trails closed to OHRVs), 120: after hours, 56: Northeast Snowmobile and ATV Rentals, 36: speeding, 26: noise, 16: trespassing, 9: dust, 6: young child.

Having spent many years teaching middle school students, I reiterate that young people who cannot even remember how to keep to the right and anticipate possible oncoming students and staff at school hallway corners and intersections on foot have no business driving on public roads. I would imagine the Bureau Of Trails in one form or another also supports this false narrative as they have a clear conflict of interest in the debate but know that at least an equal number of the constituents you represent, and in many towns such as ours a clear majority, do not feel OHRV trails are an appropriate use of class VI roads. RSA 215-A:41,42,43 was passed to be used as criteria in the opening of all OHRV trails on state lands. "The general court declares it to be in the public interest to balance the demand for ATV and trail bike trails on state lands.” To open state roads with no abutter notification and no consideration of the ~50 criteria of RSA 215-A is to undermine the public process."

It was a lot of fun, quite frankly, but I never kidded myself that in doing so I was in any way a shepherd of the natural world around me. It was part of a job I was working to pay my rent, while making a very unnatural racket, scaring away any wildlife I might hope to see and spewing a lot of carbon monoxide out behind me in the process. I'm sure using these motorized vehicles for recreational purposes is even more fun. But sometimes the costs of fun are too high. 1-27-2020: Communication to Transportation Committee re. HB 1165; "I live up the road from the rail trail and its presence is one of the reasons we bought our house 14 years ago . I do not utilize the rail trail during OHRV season. There is no reason to perpetuate the nuisance in a residential neighborhood. This would end the Gorham lawsuit, which as a Gorham taxpayer I am paying for this. The residents along the rail trail have suffered enough I could not imagine haveing to deal with this day after day. Please pass this bill."

It was an experiment to turn roads into OHRV trails and if you listen to your constituents who actually live along these roads (and who were left out of the initial planning process) - you will hear how terribly this experiment has failed. These residents are now subjected to 1000s of OHRVs for 4-5 months of the year and have lost their quality of life and need relief now."

(a few documents are missing, so that number is probably higher). The 168 page record shows that 2-3 deputies spent 2-3 days a week on dedicated OHRV duty working 6-12 hour shifts. The Sheriff told me that the patrols started in Gorham and that they were kept so busy they had a hard time leaving to go elsewhere and that most of the tickets were issued in Gorham...Meanwhile the Attorney General’s office has spent over $258,328.07 fighting to keep the OHRV trailhead in the residentially zoned Gorham neighborhood on Rte 2, even though the new trailhead on Rte 16 makes this original trailhead completely redundant."

I do not live on a trail, although I am surrounded by snowmobile trails. When the state embraced this sport in the early years I thought there was a serious lack of pro-active regulation addressing it. Too much, too soon, too loud, too smelly, too little policing and trails rammed through without consideration of abutters or local concerns. I believe that much of the same can be said about the situation now."

These young riders are a danger to themselves as well as everyone else on the road. Does the amendment really address this problem? No. An accompanying adult will just be helpful to pick up the pieces when a twelve year old driving an ATV 45 mph on a paved road makes a poor decision."

5-17-2019 letter to DDOT and legislators: "Does it make sense to open this quarter mile section of NH Rt#145 to OHRV traffic? Are we thinking of visitors safety and protection when we introduce them to this sort of environment? The speed limit along this road is 45 mph. With two passing logging truck or other large vehicles in this trap will certainly make one think twice about how safe this really is."

This still seems like a very dangerous crossing. Also, what was the rationale for the three road crossings in Pittsburg? I understand the Tarns, but what about the two others? Is there a place where I could see the actual reasons?"

Prince Mr. Beaulieu I am emailing you to ask if you would be willing to sit down with me and Commissioner Samson to discuss the future of the ATV/OHRV crossing at the intersection of Hughes Road and NH Rt. 145 intersection in Colebrook.
